Brazil proposes forming state-run rare earths firm

Brazilian lawmakers have proposed bills to create Terrabras, a state-run rare earths company modeled after Petrobras. Brazil holds the world's largest rare earth reserves outside China, and the move aims to localize refining and position the country as an alternative supplier to reduce Western dependence on Chinese supply.
