China tightens grip on rare earths with strict enforcement rules

China's Ministry of Industry and Information Technology has published a draft framework introducing administrative penalties for rare earth producers who breach mining and smelting quotas or perform unauthorized separation. Producers exceeding quotas by more than 30% could face revocation of their business licenses, further reinforcing Beijing's grip over the global rare earths supply chain.
