The Democratic Republic of Congo approved adding lithium, tantalum, niobium, tungsten, uranium and rare earths to its list of strategic minerals, raising their royalty rate to 10% from the usual 3.5%. The decree, passed by the council of ministers, aims to let the country capture more value from its critical mineral wealth. Cobalt, germanium and coltan were already classified as strategic.
