With USA Rare Earth's proposed acquisition of the Serra Verde mine, Brazil faces a choice over how to develop its rare earth resources. The deal is seen as a test of Brazil's critical minerals strategy and of the West's ability to build a mine-to-magnet rare earth supply chain outside China.
