Op-Ed: DRC is setting the terms of global competition for critical minerals

The Democratic Republic of Congo, which accounts for roughly 80% of global cobalt output, is using export quotas and planned strategic stockpiles of cobalt, coltan and germanium to shift from passive exporter to price-setter. Cobalt has rebounded from about $21,000 a tonne in early 2025 to over $56,000, and Kinshasa projects $2.3 billion in fiscal revenue this year as it moves up the value chain and rebalances its relationship with Beijing.
