Retired US Army general Charles Flynn argues Washington is directing billions toward a handful of large rare earth producers while junior miners, suppliers and an aging workforce are left out of the effort. He notes that about 90% of the material the US mines still goes abroad for processing and roughly half the mining workforce reaches retirement age by 2029. Flynn calls for the build-out to be run as a five- to ten-year industrial campaign.
